Maine --- 2.9% -- 12th lowest (tie)
Rhode Island --- 3.5% -- 26th lowest (tie)
Connecticut --- 3.7% -- 31st lowest (tie)
Highest rates:
Alaska --- 6.1%
Mississippi --- 5.7%
District of Columbia --- 5.3%
